How to turn phone photos into a clean PDF
Phone photos can become a usable PDF when each image is readable, cropped sensibly, and ordered before export. The goal is not to make the photo look fancy; it is to make the document easy for the recipient to read without missing pages or hidden context.

Capture readable source photos
Take the photo in even light and keep the document flat. Avoid strong shadows, fingers, table clutter, and steep angles. If the document has small numbers or official stamps, zoom in after taking the photo to confirm they are readable.
Retake a bad image before creating the PDF. A converter can place the image on a PDF page, but it cannot reliably recover text that is blurred, cut off, or hidden by glare.

Order images like document pages
Open Images to PDF and choose the JPEG or PNG images together. Arrange them from first page to last before creating the result. If the filenames come from a phone camera, do not assume they are already in the correct sequence.
For ordinary documents, standard A4 pages are usually easier to print or upload. If the image shape itself matters, choose the layout that follows each image rather than forcing every photo into the same page shape.

Review the PDF, not only the images
After download, open the PDF and check the first and last page, image clarity, page order, and margins. Make sure each image appears once and that no personal background or unrelated photo slipped into the output.
If one page is unreadable, return to the source images, replace that photo, and create a fresh PDF. It is better to fix the source image than to send a PDF that forces the recipient to ask for clarification.
Handle photo documents carefully
Document photos can reveal more than the paper itself: desk items, location clues, notification banners, or other records in the background. Crop or retake before conversion if those details should not be shared.
